We have plastic shutters (the manual type) and one of ours has just snapped (the cloth rope mechanism), I'm trying to find out whether it is possible to find someone to replace it. I know certain companies replace the shutters completely but the shutter is fine... so would prefer to avoid extra costs.. thanks for any advice... the window concerned is quite high up so would need to be repaired by someone professional.

If you are slightly handy with a screwdriver suggest that you head to BHV - they stock all stuff hardware and home related, you should be able to find a replacement part there. (Metro Hotel de Ville)
